I want to compare two solutions one with hexahedral grid and the other with tetrahedral grid. Is it suitable to compare them with equal number of cells or equal number of nodes?

That seems like an appropriate goal for the comparison.

Don't believe guy

if you want to compare Hexa and Tetra meshes (hopefully with resolved prism layer) you have to use a mesh double the size of the hexa mesh (better is 3 times larger)
