Default Curvature sizing not meshing properly

I'm trying to mesh a bent tube that is a circular cross section. I have a similar case that worked perfectly, but am testing something and wanted a coarser mesh to get the test working.

Essentially, I have a curvature sizing for this tube, with a max of 20mm, which is a shared sizing between this and other parts. Because the tube is small, I expect the curvature capturing to come into play, as the min size is 1mm. The tube should be meshed with ~5mm sized elements. Instead it defaults to some large size and the tube comes out completely distorted and like a ribbon in some locations:

I forced the sizing to a max of 5 and it meshes perfectly. The tube is also in a BOI, which I reduced the size of, and this seemed to also refine the mesh. But this makes no sense, the BOI is more than double the surface sizing, it should not take priority. Again I copied my size settings from a working case, and it won't work.

Any ideas?

EDIT: The issue is not present in 2023 R1 (I'm using R2). Anyone else encountered this?

The BOI should have its own surface settings if i recall well.
