TLDR: Fluent uses lots of CPU while waiting for files to download. Why?

I am opening a case and data file that I have stored online, via OneDrive, in Fluent. Both files need to be downloaded before they can be imported into Fluent, but the system does the process of downloading the files automatically. The Case file downloads first and is opened in Fluent - then the systems sits idle while the 1.5GB data file is downloading (takes quite a few minutes). However, during the entire download process Fluent keeps using almost 100% of my CPU - but why? What is it doing? It can only start processing again once the data file is done downloaded. I have confirmed in Task Manager that it is indeed Fluent using the CPU.

This just has me curious whether Fluent just continually wastes computing power. I would be curious to know if anyone has any idea why Fluent does this?

Because the files are not being downloaded per se (i.e. duplicated onto your system) the data is being streamed directly into your RAM from OneDrive to Fluent. In other words, Fluent is not waiting for the files to download, it is opening the file and actively utilizing each data packet as it arrives. Any other program like notepad would behave the same way.
