Sliding mesh periodic boundary not working as expected

Dear all,
First post on CFD-online so apologies if this is the incorrect forum. Attempting a transient simulation of a stator and rotor in Ansys Fluent using the sliding mesh method. After running the simulation over a larger number of timesteps, there appears to be no flow across the interface between the two cell zones. I extracted the data at the interface and yes, the velocities are negligible. The sliding interface is a 'periodic repeat' boundary condition. I have attached images of my case for clarity.
