Default How to set mesh conditions for propeller simulation?

Hi, I'm learning to do some propeller simulation which was shown in fig1,A is one point on the propeller,so when the propeller rotate like fig1,the point A has a relative velocity to water ,this velocity was divide into V1 & V2.

I try to use frame motion treat this simulation, but I have sth comfused:

1,like fig2, how fluent get V2?compute from the rotational motion speed 1280rpm and the density of the water?

2,If I set the frame motion like fig2,it means that the water around the propeller move togetther with the propeller ,that means V2=0, but I think it's inconsistent with the actual situation.Because in actual situation V2 is not zero, so how can I get the realistic simulation?

Frame motion model is based on the assumption that the flow is statistically steady, implying the flow around the impeller is running almost at impeller velocity. When Frame Motion model is used, Fluent determines Coriolis and centrifugal forces that are based on user specified speed, density of fluid, and radial coordinate and volume of each cell in the rotating zone. These are applied as momentum source terms and fluid flow is evolved. So, don't worry. You will observe expected v2.
