Phase patching

I'm trying to perform a multiphase flow simulation using VOF model in Fluent. I have to patch the water phase to a rectangular block. When I marked the region and assigned the water phase to the region it seems only the faces are patched. The internal volume looks empty. Is there any way to patch the entire block? Or has the internal volume already been patched? I have attached a picture.
