how can i create a low pressure region ( vacuum < 5x10 -3 Pa) using special slip wall boundary conditions ??? explain in detail???

The equations in FLUENT are based on a continuum flow, what you have is probably free molecular flow. I think in this region it doesn't matter if you have slip boundary condition or not.
