Interface Between Rotating zone and Static zone

Hi,
I'm trying to simulate a FLUENT study on drone's propeller. The interface between the rotating zone and the static zone (shown in square frame) are created successfully. However, the flow seems to only happen within the rotating zone. I've done some researches and people suggested to check the mesh interface in Fluent however the setting looks good to me. I'm wondering if anyone encountered this problem before and know a solution to it. Please see the attached figures and thank you ahead!
