Default Plasma Actuator with a film cooling

Iam working in a flat plate film coolin and i am using plasma actuator to enhance the effect of film cooling and i want to do a numerical validation with :

but my result under predected so
first i validate plasma actuator with suzen and hung - Bouchamal alone
and the plasma works good
then i validate film cooling without plasma
and it works good
but if i merged them together - result comes under predected
i tried from coarse mesh to very very very fine mesh
and it is the same results

so what is the steps for checking this module ?
please . i really need help
