How to calculate swirl number....?

I am doing IC engine sector simulation on Ansys FLUENT. The flow is initialized by swirl number with a default value of 1.3 . I am confused, how initialization with swirl number is valid while tumble and cross tumble are kept zero. I performed a cold flow simulation and got values for swirl, tumble and cross tumble other than 1.3, 0 and 0 respectively when the intake valve is just closed. I want to ask, how the initialization with a default swirl number 1.3 or any other value is justified?
