fully developed region in pipe

hi
i modeled a pipe of 90 bend with horizontal length of l=0.173m with RSM & EWT and i saw that the flow gets fully developed at x=0.08 so i decided to reduce length of pipe to l=0.1m to avoid extra calculations and again ran the model with the same boundary conditions and flow properties but this time at x=0.08 the flow had not been fully developed yet . can anyone explain what happened ? |

The flow is fully developed after x=0.8 not at x=0.8
