Unhappy Problems with dynamic mesh

Hello all,
I am a very new Fluent user and I am having trouble getting my solution to converge. I suspect that the problem is quality of the mesh, but I haven't been able to get certain areas of the mesh to remesh. Attached is a picture of the troublesome area.

The white line at the top of the mesh is the wall that is controlled by udf. The blue line on the right is the shadow of a periodic pair, matched with a line on the other side of the flow. The yellow line is the axis; the flow is axisymmetric. You can see the mesh area I am having trouble with at the upper right corner; those cells are much smaller than the rest, and they don't seem to want to remesh like the rest of the mesh. Help would be much appreciated!
