Default Adjacent cell motion in Dynamic mesh

Hi
I have used dynamic mesh option to move the regtangiular body using layering method and I want to create such a set up:

the mesh changes :the upper mesh zone is stationary and the below zone changes independently by layering method.
as the picture I shown
how can I do it ?any idea?
