Default Turbulence model for Natural circulation

I am simulating a natural circulation loop using RNG turbulence model in FLUENT. Will it consider the effects of initial laminar, transition and turbulent regime behavior as the flow initiates from rest ? If yes then what should I give as inputs to boundary conditions as it asks for turbulence specification method for initially stagnant fluid.
