turbulent heat transfer problem ~

Dear friends:
I modeling a fluid through a simple heat exchanger with inlet and outlet.
the fluid flow seems meaning, but why the temperature fields seems totally wrong as shown in attachment. it seems there are no fluid flow through the inner tube.
i use a standard k-e turbulent model and standard wall function.
the fluid is water.

Why did you use K-e? i saw the velocity their and i wonder if you know if the reynolds number is for a turbulent flow...
