dynamic mesh problem

Hi every body
I am simulating natural convection in a cavity for initial condition and then
vibrate bottom wall .moving frequency is high:40khz so my time step will be small.
but when i reduce time step to 10e-07 for exact solution, fluent doesnt sense bottom wall moving and dynamic mesh doesnt work,

Where is the problem?
Please help me.
