CFD analysis of a Natural circulation loop

I am simulating a natural circulation loop in 2D with a expansion tank.How can I model an expansion tank in 2D as an interface of air and water will come.I have given no slip condition to the free surface but the FLUENT is treating it as empty surface.Please help me to model the expansion tank in 2D.
