I am a student and I've been using fluent only since past few months. I have to perform a FSI analysis of a pelton turbine. I am wondering can we use 2D fluent analysis as turbine has rotational motion around x-axis ?

2D can only be used for axisymmetric geometries/flows, which probably doesn't apply here. You can, however, use periodic boundary conditions and only represent a fraction instead of the whole turbine. Look in the manual for periodic boundary conditions and rotating reference frames, and also look online for turbine tutorials; there's plenty out there for you to learn from and apply to your own problem.
