Maybe your license does not have 7 parallel processes but just 4?

The parallel processing option is used when you are running fluent on high performance cluster PC , which you are not!, you have to select the serial option and run fluent if you are using client pc.
if you want to make sure that your fluent utilizes all your processors, then go to task manager , switch to processes, locate fluent process, right click and set priority to high, set affinity to all processors. . . .you are good to go
