From the definition I gave above, given a certain volume, the sphere is the solid which has the smallest surface area: having said that the maximum shape factor must be lower or equal to one (when you have spherical particle).
Maybe in that article you read authors give a different definition of "shape factor".

According to fluent that definition is 1/phi which in that case is always greater or equal to 1.

"Shape factor" is a very general term. Maybe the literature defined it in a different way than Fluent. You should always check the definitions.
