Default Two phase simulation a Water reservoir

Hi,


I want to simulate free boundary of water in a Water reservoir. There is a rotational blade inside reservoir and there is ambient air around it. I did following process for setting up it in Ansys Fluent but i don't see any variation on the free boundary. why? what should i do for sole this problem?















Also, I used VOF Model , But still I have the before problem.
























Also, I used lower courant number(for example 5, 10,40, 50) in this simulation but still I have before problem.

I created rotor-stator interface (NOW I HAVE TOW CELL ZONES (SOLID FOR BLADE AND FLUID FOR (AIR AND WATER) ). But Now I have a new problem and this is convergence problem. In fact, value of momentum and continuity equation residuals is equal to zero. Why? How an I solve this case?
