Default Gap and Penetration between two region faces

Hi.
I have two regions: one is rotating (MRF) and the other is stationary. both regions faces have penetration in each other and also have gap in some areas.

when Icreate interface between them, fluent adds two walls. actually velocity distribution is true, but as I am modeling two phase eulerian, the interface does not passes one of the phases!
please help me to know if it is possible to continue with this?
