Can I simulate without initial condition?

I need to simulate a channel. Only the inlet boundary condition= velocity and water elevation is given. There is no reservoir that is why I did not put initial condition. However, in the results, there is no water generated.
I also tried to put initial condition on the inlet but there is still no water generated. What do I need to do?
