Baffle Flow Losses

Hello. I have a doubt about the baffles.
The manual says: "The length L is set equal to the distance between pressure values located on either side of the baffle. At constant flow speed, u, this form ensures a fixed pressure drop, Delta p, across the baffle independent of mesh spacing: ..." Does "constant flow speed" mean a flow speed independent on time?
