Good morning,

Please I want to know if I could define a slip boundary conditions function in FLOW-3D to simulate fluid flow inside a pipe

check the viscosity physics. you can define whether to have no-slip or partial slip or free slip.
you can also check surface properties of your solid parts and and define friction coefficient there. note that -1 is for no-slip
