Serious problem in water level & fluctuations!

Dear all;
I want to investigate the flow structure around a complex bridge pier in an open channel with 15 m length, and 1.26 m width (water depth is equal to 28 cm). Additionally, it should be noted that the experiment has been conducted over a rough fixed bed. My problem is that the flow does not reach a steady state. Also, the results show that water level tend to increase, and there are fluctuations on the water surface. I've considered a variety of B.C at inlet & outlet of the domain, but it was useless. The corresponding results can be seen in the attached pictures. Are there any solutions or suggestions to solve this problem? if you know the velocity in the channel try these B.C : xmin as volume flow rate with fluid fraction 1 , xmax as velocity with fluid fraction 1 and stagnation checked OR xmin as volume flow rate with fluid fraction 1 and xmax as outflow
