Why can't I import data in csv format?

“Mass Source Properties”——Enable “Mass Source”——“Flow rate”——“Mass or volume” select “Volume flow rate” and “Total or per unit area” select “Total flow rate”. “Total flow rate” select “Tabular”,why can't I import values in csv format? I can't import data.
