Different Voltage Same Stress

Greetings to all,
I tried to make a PZT based scanner in the design below. Although I give different voltages to the blue colored parts, I am constantly reading the same voltage and stress in the relatively smaller blue part. What could be the reason for this? can you help me?https://we.tl/t-yN2uB208EB |
