Default Sato's model of bubble induced turbulence

Hi, everyone, happy New Year!

I have a small question about the Sato's model of bubble induced turbulence. I am simulating a two-phase flow with water as liquid continuous phase and air bubbles as dispersed phase with CFX release 12.1. For the bubble induced turbulence I chose the Sato's model.

Based on my understanding, since Sato's model is also an eddy-viscosity model and therefore an isotropic model, so for the turbulence models of the liquid phase only the ones based on the eddy-viscosity are appropriated chooses. Am I right??
