By default CFX uses upwinding for the spatial differencing in the turbulence equations. The HR scheme uses a second order scheme and is potentially more accurate, but harder to converge.

It is not always second order as it depends on the local solution field, it reduces to first order near discontinuities.

So, i started another case and unfortunately it is not the problem related to numeric. I think something goes wrong the partitioning of the mesh with few than 10 K cells.

tests are carried out...
