non stoppage of iteration

Hi,
I am running a spray simulation in CFX 11. The residual ratio for convergence I have specified is 0.001. Now while iterating the criterion was satisfied at coefficient loop iteration 4 however it continued iterating after this iteration and is currently on iteration no.551 it still has not stopped iterating for the first time step.
