Tetrahedron is a 3D geometry. You can easily creat Tri(angular) mesh in ICEM and export it. Just look at the option while export. The option for export of 2D elements is by default OFF.

I used only "Surface mesh" to create my 2D mesh, but sometimes, it got me an error in Fluent.
