Convergence of turbulence transport equations

Hi,
Why does the residual level for turbulence transport equations (including Reynolds stress components) NOT form part of convergence criteria in CFX ? I can understand that epsilon is difficult to get converged and it does not affect the solutions much if other parameters have converged. But what about Reynolds stress components?
