Default Error in adjusting mesh volume density in ICEM?

Hi,

I have imported a mesh file made in turbogrid to ICEM and want to refine the mesh. I used "adjust mesh density"; it refines the SHELLS, but for the VOLUMES gives me "NO REFINEMENT NECESSARY". Could anyone tell me why? and what can I do to refine the mesh?
