Are the CFX results reliable/valid for the case of developing boundary layer?

For example: I conduct CFD analysis using CFX and activating ke turbulence model, high resolution advection scheme, transient analysis. In the geometry, boundary layer is never fully developed, eg. Gas turbine-rotor-stator stage.
