Null radial mean velocity

Hello,
Does anyone tell me mathematically how can I see that the radial mean velocity is absolutely null on a section in a pipe ? Thank you |

Define a isosurface at a small positive radial velocity and another at a small negative radial velocity. In between the isosurfaces is the region of almost zero radial velocity.
