Default Piston Meshing Quality Problems

I am trying to mesh a piston geometry in 3D. I want to achieve surface mesh quality of 0.4 ani tetra mesh quality of 0.3. are there any alternatives rather than using Robust Octree method to achieve the required quality?
Please help me as I am doing it on my own and i have tried many thing but not getting the correct results.
