Fluent sliding mesh

I am a beginner in fluent. I created a simple sliding mesh problem wherein I rotated a tool in a fully filled tank. I created a bigger cylinder than my tool for the sliding mesh. But the cylinder does not seem to move. I gave moving mesh for the domain near the cylinder an angular velocity of 5 rad/s and the surrounding outer fluid a moving mesh but velocity=0rad/s. Then I created a wall for all the 18 faces of the tool which is immersed in the fluid. But I do not get a variable velocity gradient along the tool. Please help.

I hope you also asked this question in the Fluent forum for more discussion...
It is not really a mesh setup issue.
