Default unwanted splitting and merging after creating surfaces

MASOUD is on a distinguished road
After creating points, and curves from the points, when i try to create surfaces from curves, I get unwanted split in curves and also some curves merge together. I'm attaching the .prj file. You will find more in this file.

How can I fix this issue?

I don't think you can do much except merge the split curves or split the merged curves if it's very important for the rest of your meshing process.
