[ICEM] Merging meshes

I am trying to mesh many small fins on a plate. I tried creating prism layers using the Prism layer, but ICEM was not able to generate the Prisms.

I extruded the fin faces along the surface normal and was able to generate the prisms, but I am not sure how I can merge it with the surface above and below the fins.

Attached picture showing the prism layer by extrusion (green) and the surface mesh (blue). How can I move the surface mesh around the prism layers generated by extrusion?
