ICEM local blocking

Dear all,
I am new to using ICEM. I have trouble with the blocking approach. If I want to split a block, I want to split it only locally. However then I usually end up with terrible edge divisions as the split edges do not propogate throughout my domain. Does anybody has any experience with this? Thanks in advance.
