Block Topology about Twin Concentric Tunnel with Blades

Hello. I'm working on simulation of tunnel flow with kind of complex geometry, shown as attached figures.
There are two layers of flow. Inner one contains 4 blades blockage. Outer one contains 6 blades blockage. I want to use O-blocks to construct hex mesh with ICEM. However, it's kind of hard to split the block in to 4 (inner, or 8) and 6 (outer, or 12) parts. Could you give me any hint to build the blocks? Any help is appreciated!
