Merge sheet with free block in ICEM

Hello,
I am trying to merge sheet (2 d block) with free block (3 D Block) using option in 'convert block type' under 'edit block type' in ICEM 15.0. I want to use this to insert guide vane (Red coloured in attached figure) in fluid flow. I have tried two approaches but none worked. 1. Initially I had 3d blocking then as I tried to create 2D blocking to sheet shown in attached figure, It warns 'current blocking is 3D. Do you want to reinitialize blocking to 2D?.' After going ahead I was left with newly created 2D block for sheet and lost 3D blocking created previously. 2.I tried to keep 3D and 2D blocking in different topologies and first select 3D block from one topology for free block panel and then select 2D block from another topology for sheet block panel . But it gave error as 'error:no such sheet block exist' when I tried to select 2D blocking by going to other topology. So what is the procedure to merge sheet with free block in ICEM?
