Finer hex meshing for a composite body

Hey guys,I have this issue with hex only meshing where i have two electrodes and are separated in air volume and i need to do electrical analysis.
I want finer hex only mesh near the electrodes for the air volume but in the second file i attached i tried to do edge sizing and the nodes dont match !
