[ICEM] 2D hybrid mesh (unstructured mesh highly dependent on structured mesh parameters)

Default 2D hybrid mesh (unstructured mesh highly dependent on structured mesh parameters)

Hello
I am simulating boundary layer blowing for airfoil, and using a Hybrid mesh (structured block near airfoil, unstructured mesh for rest of the domain)
Structured mesh is working fine, but my unstructured mesh is very moody (sometimes it works, sometimes not)

1. It is highly sensitive to number of nodes, cell size of structured domain. It messes everything, when I change either the first cell height of structured mesh, or number of nodes after a certain limit. Unstructured mesh is generated everytime, but it is very bad.
Pictures attached are correct mesh and bad mesh (zoomed out). Here I changed the first wall size from 3e-4 to 2e-4, and it got screwed .

2. Also I am not able to control none of the parameters of unstructured mesh (growth rate, max size, min size). First cell size of unstructured mesh is matched to last cell size of structured, but after that I cannot control it. I tried to change the values in "Part mesh setup", "surface mesh setup", "global mesh setup", but nothing works .

Any advices would be helpful
PS: I created structured block within an interface curve. Then I create a patch dependent unstructured mesh on the surface outside the interface curve.

I am also doing the same type of problem,,, I able to do it with workbench mesher ( fluent)...
