Multiblocking mesh for land topology

Hello,
I am new to ICEM, and would like some help in creating a hexahedral mesh over an island topology. The island topology and the surrounding region have different friction height, so the island topology has to be associated to an island block(s). I tried to associate it but didn't succeed. I succeeded in creating a mesh for the whole system; however, I need to have both the island and to lower wall exported as two separate parts to assign different friction height to each of them. Below is what I did. I appreciate your help, and would be interested to know how to properly associate the island topology to a block?
