How can I mesh a 3-D sieve column?

Hi
I want to mesh a perforated sieve column but I cant use structured mesh,and when I use unstructured mesh(tetrahedral-TGrid) its worst element skewness becomes 0.99,what can I do for reducing the skewness? I wanted to mesh the middle part of the column( part that has plates). First, I meshed the*perfurations( I selected each*perfuration one by one and meshed its upper and bottom circle as an edge) then I tried to mesh the middle hole like the*perfurations, then I meshed the surface of each sieve(meshed the faces) after that, I splitted the outer surface of middle rod with two vertices in order to create edges. I needed these edges to use exponent meshing scheme so that *I could have finer meshes near the sieves. then I meshed the outer face of middle rod, I then I tried to mesh the whole volume, but I couldn't succeed. what should I do? where was I wrong?
