Meshing inclined cylinder with PBC tetra mesh ICEM

Hi,
I am fairly new to ICEM and CFD in general, I owuld like to mesh an inclined cylinder with periodic boundaries on the top and bottom of the cylinder (infinite cylinder), I tried setting the translation vector (the cylinder length vector from base to top) at the global mesh setup, but i get a mesh which is totally off! here's the .prj file attached. (the cylinder is inclined at 75 degrees to the flow direction, length = 1.5, so axis vec = 1.5cos(75),0,1.5sin(75) the image shows the mesh i generated but it's not periodic.
