[ANSYS Meshing] High quality unstructured hybrid mesh around ship

Dear all,
I would like to generate a high quality unstructured hybrid mesh around a ship, like the one attached to this message.

I am currently using ansys meshing and I succeeded into generating structured mesh outside "box" and unstructured mesh + boundary layer mesh around the hull. However, I can not find any solution to refine the free surface as it is shown in the picture.
Is it possible to do that kind of mesh in ansys meshing? If yes, which i am almost sure, how? Are there any helpful tutorials (I'm pretty sure I went through most of ansys meshing tutorials)? If not, then what mesher should I use for that?

Can you try that with ICEM CFD, we will get more help...
