Assembly inflation mesh failing for different geometry orientation

Hi all
I am struggling with generating inflation layers when using the Cut cell method in ansys meshing for a heliostat geometry. I initially meshed the geometry when it was oriented perpendicular to the flow, shown in the attached images, and for this orientation everything worked fine, i.e., no issues with generating inflation layers. However when I orient the heliostat 45 degrees to both the flow and the ground I cannot generate inflation layers on either the ground surface or the heliostat surface. Could anyone please help me in being able to generate the mesh with inflation or at least advise as to why the inflation can only be generated for the first orientation. *edit* I forgot to mention the version of ansys I am using is 14.5 Thanks in advance.
